Can only connect to one device at time

I am attempting to pair my ear buds to a Bluetooth TV transmitter and a Galaxy A13 phone.

I can successfully connect to one of the devices, but in order to pair to the other I have to reset the earbuds by pressing and holding the button on the case, which deletes the other connection.

My understanding is that the Air Pro 3's support two simultaneous connections, but in my case the earbuds only let me connect to a single source.
